This is The Victory Memorial to Soviet Army (formerly known as "Monument to the Liberators of Soviet Latvia and Riga from the German Fascist Invaders"). Erected in 1985, the statue on the left represents "Mother Russia", the one on the right is a band of three soldiers, and the centre is a 79 meter tall obelisk with five stars. I've deliberately used a photo with a person standing in front of it, for scale.
